Council Regulation (EC) No 1932/2006 of 21 December 2006 amending Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement

The Standing Committee of Experts in international immigration, refugee and criminal law with all due respect suggests that the aforementioned Regulation is incompatible with the requirements under Article 1 para. 1 of the Convention on the Elimination of Racial Discrimination (CERD).
Article 1(3) CERD exempts distinctions in nationality law of the State Parties from the scope of the Convention. Immigration law, however, is not covered by that exceptional exemption.
