CM1817 Comments on the European Border and Coast Guard and European Asylum Agency

This comment concerns the drafts for a new Regulation on a European Border and Coast Guard, incorporating also the EUROSUR system (COM (2018) 631 final) and the amended proposal for a Regulation on a European Union Asylum Agency (COM(2018) 633 final). The foreseen expansion of the mandate of both agencies raises questions in the sphere of accountability and the protection of human rights.

CM1816 Comments on the Returns Directive

This comment concerns the proposal for a Directive on common standards and procedures in Member States for returning illegally staying third-country nationals (recast), COM(2018) 634 final. The comment highlights a number of problematic human rights aspects of the proposal, especially relating to the right to liberty and the right to an effective remedy. The Meijers Committee also makes observations on the coherence between the proposal and other EU instruments, including the proposal for an Asylum Procedures Regulation.

CM1815 Brief over het algemeen overleg Behandelvoorbehoud migratievoorstellen

Ter voorbereiding op het algemeen overleg Behandelvoorbehoud migratievoorstellen van 31 oktober, biedt de Commissie Meijers aan de Tweede Kamer enkele opmerkingen over de voorstellen:  Herziening terugkeerrichtlijn 2018 COM (2018) 634 en Gewijzigd voorstel inzake de oprichting van een EU asielagentschap 2018 COM (2018) 633.

CM1814 Brief over de JBZ Raad van 11 en 12 oktober 2018

De Commissie Meijers heeft kennis genomen van de geannoteerde agenda van de JBZ-Raad van 11 en 12 oktober 2018. Ter voorbereiding op het algemeen overleg van 10 oktober, stuurt de Commissie Meijers een brief  van de belangrijkste punten uit die Engelstalige notitie over E-evidence. Daaronder volgt een korte analyse over de voorgestelde uitbreiding van het mandaat van het Europees Openbaar Ministerie.

CM1813 Note to the Presidency of the Council concerning the General Secretariat draft policy paper on legislative transparency

On 13 July, the General Secretariat of the Council of the EU circulated a draft policy note to the Members of the Council with proposals for reform of the policy on legislative transparency (document 11099/18 LIMITE). The Standing Committee of Experts on International, Immigration, Refugee and Criminal Law (the Meijers Committee) has taken note of the document, as well as of the recent revision of the guidelines concerning handling of documents internal to the Council (so-called ‘limite’ documents) as laid down in document 7695/18 of 10 April.
